What is the vida y residencia certificate?
The Certificado de Vida y Residencia is a police-issued document proving you are alive and live at a specific address in Paraguay. The comisaría covering your domicile issues it, normally within about 24 hours, based on your cédula, two neighbors as witnesses, and a utility bill or rental contract. It is requested for cédula applications and renewals, citizenship filings, banking procedures, and annual proof-of-life declarations for foreign pensions.
What It Is and Who Issues It
Paraguayan paperwork asks for proof of two separate facts: that a person exists and is alive, and that the person resides at a real address. The certificado de vida y residencia answers both in one document. It is a neighborhood-level certificate: the issuing officer effectively attests to the person known at that address, which is why the requirements revolve around witnesses and a utility bill rather than immigration records.
Three issuing routes exist, and using the wrong one wastes days:
- The comisaría of your real domicile. The standard route for everyone living in Paraguay, resident or citizen.
- A Justice of the Peace court (Juzgado de Paz). An equivalent certificate in cases where the police route is unavailable or the requester accepts the judicial version.
- A Paraguayan consulate abroad. For Paraguayans and residents who are outside the country and need to prove life or residence without returning.
This is a police product about life and address. It is not a criminal-record check, and it says nothing about your immigration status. Those are different certificates, covered below.
Who Needs It and When
Cédula applications
The certificate supports first cédulas (including teenagers applying at 14), renewals, and replacements. The cédula guide lists where it fits in the full document set.
Citizenship filings
Naturalization files include local certificates, among them proof of life and residence. See the citizenship requirements for the complete list.
Banking and notarial procedures
Banks and notaries request it as address and presence evidence in account openings, powers of attorney, and similar filings.
Foreign pension proof of life
Several European pension systems require an annual proof-of-life declaration from retirees abroad, and the Dutch government maintains a Paraguay-specific page for its pensioners for exactly this. For retirees living in Paraguay the proof is local, on a deadline that repeats every year.
What Obtaining It Involves
The official requirements are short, which is exactly why people underestimate the failure modes. The police ask for:
- The application form used by the comisaría.
- A photocopy of your cédula. Foreigners without a cédula yet should expect questions, since the certificate assumes a local identity document.
- Photocopies of the cédulas of two witnesses, who must be neighbors and cannot be relatives.
- Proof of address: an ANDE, ESSAP, or COPACO utility bill, or a rental contract for the home.
The witness rule is where most requests stall. The neighbors must be available, carry their cédulas, and genuinely live nearby. The utility bill must correspond to the address being certified. When any element is informal, a shared household, a recently moved applicant, a bill in another person's name, the certificate can be refused or questioned by whoever receives it later.
We obtain this certificate as part of our residency, cédula, and citizenship service work, sequenced against the appointment that needs it so it is fresh on the day it is used.
Validity and Timing
Order it for the appointment, not before it
This is the practical difference between a document that describes a status and a document that describes a fact on a date. Your certificado de radicación stays meaningful for as long as your residency status does. The vida y residencia certificate goes stale quickly because it attests to where you were living when it was issued. Sequencing several certificates with different freshness rules around one appointment is a routine part of the coordination we handle.
Which Paraguayan Certificate Do You Actually Need?
Three certificates get confused constantly, and requesting the wrong one costs a trip and a day. This is the short version:
| Certificate | What it proves | Who issues it | Typical use |
|---|---|---|---|
| Vida y Residencia | You are alive and live at an address | Policía Nacional (comisaría) | Cédula, citizenship, banking, pensions |
| Certificado de Radicación | Your immigration residency status | Migraciones | Cédula, legal and government filings |
| Movement certificate | Your entries into and exits from Paraguay | Migraciones | Tax residency, citizenship, compliance |
Criminal-record checks are a fourth, separate family: the police also issue antecedentes certificates, which state your record rather than your life or address. Those are covered in the police certificate guide and the background check overview.
