Document Validity for Paraguay Residency Applications
Understanding document validity is essential when planning your Paraguay residency application. Different documents have different validity periods, and managing these overlapping windows is one of the most complex aspects of the process.
Quick answer: Apostilled documents are valid for 6 months from issue, foreign police certificates for 6 months (local Paraguay certificates: 3 months), temporary residency cards for 2 years, and permanent residency cards for 10 years. Police certificates should be obtained last to avoid expiration during processing.
Different documents have different validity periods, and managing these overlapping windows is one of the most complex aspects of a Paraguay residency application. Submit an expired document and your application gets rejected. Time your documents too early and they expire before processing completes.
This guide explains exactly how long each document remains valid, when to obtain each one, and how to avoid costly mistakes.
Apostilled Document Validity: 6 Months
An apostille is an international certification that authenticates documents for use in foreign countries that are members of the Hague Apostille Convention. Paraguay requires apostilled documents because it verifies the documents are genuine and legally issued. For Paraguay residency applications, apostilled documents are valid for 6 months from their date of issue.
This includes:
- Birth certificates
- Police certificates (criminal background checks)
- Marriage certificates (if applicable)
- University degrees or professional qualifications (if submitting)
- Divorce decrees or death certificates (for civil status changes)
The 6-month validity period is strictly enforced by Migraciones[^1]. If your apostilled documents expire during processing, you’ll need to obtain new documents and new apostilles, which means additional costs and delays.
Which Documents Need Apostille?
Not every document in your application requires an apostille. The following documents MUST be apostilled:
- Birth certificate
- Police clearance certificate
- Marriage certificate (if applicable)
- Academic or professional qualifications (optional)
See our apostille guide for detailed information on obtaining apostilles from different countries.
Documents that do NOT require apostille include your passport (original is sufficient) and documents issued within Paraguay (such as local police certificates).
Strategic Timing for Apostilles
Given the 6-month validity window, you should obtain apostilles approximately 3-4 months before your planned submission date. This provides a buffer for processing delays while ensuring documents remain valid when Migraciones reviews your application.
Police Certificate Validity: 3-6 Months
Police clearance certificates have different validity periods depending on where they were issued. Foreign police certificates (from countries outside Paraguay) are valid for 6 months, while local Paraguay-issued police certificates are valid for 3 months[^2].
This distinction is confirmed by multiple sources. According to residency specialists: “Although in your country they last 3 months, in Paraguay criminal background checks have a validity of 6 months”—referring to foreign certificates. Local Paraguay police certificates (issued by the Policia Nacional) have a shorter 3-month validity window.
Types of Police Certificates
Paraguay residency applications typically require multiple police certificates:
- Foreign police certificate: From your country of origin or countries where you’ve lived
- INTERPOL certificate: Required for all applicants 14 years and older[^3]
- Local Paraguay police certificate: If you’ve resided in Paraguay for 3+ years
Each certificate must be issued for presentation abroad and certified with an apostille (or legalization for non-Hague countries).[^4]
Why Police Certificates Should Be Obtained LAST
Police certificates have the shortest validity window and cannot be extended. We recommend obtaining your police certificate LAST—typically 1-2 months before your application submission—precisely because of this short validity period.
According to guidance from residency specialists, “timing is key, especially regarding the police background check, which has a 6-month expiry. Ideally, obtain your police check last, just before gathering other documents for apostilling.”
This strategy minimizes the risk of your police certificate expiring during processing. Processing times typically range from 60-180 days, though this varies by case. Starting with a fresh police certificate provides the maximum buffer.
Residency Card Validity Periods
Once your residency is approved, you’ll receive a residency card (carnet de residencia) and a Paraguayan Cédula de Identidad. The validity period depends on the type of residency granted.
Temporary Residency Card: 2 Years
According to the Dirección General de Migraciones[^5], temporary residency cards are valid for 2 years and are renewable for the same period. The official guidance states: “PLAZO DE VALIDEZ DEL CARNET: De hasta 2 (dos) años, prorrogables por igual período.”
Your Paraguayan Cédula will have the same 2-year validity period as your temporary residency. Migraciones specifies: “Acceso a la Cédula de Identidad Paraguaya… con el mismo periodo de validez de su Residencia Temporal.”[^5]
Permanent Residency Card: 10 Years
Permanent residency cards are valid for 10 years[^6] and must be renewed each decade. For MERCOSUR permanent residency and other permanent categories, Migraciones states: “Acceso a la Cédula de Identidad Paraguaya con un periodo de validez de 10 (diez) años.”
The 10-year validity applies to both the residency card and the corresponding Cédula de Identidad Paraguaya.
From Temporary to Permanent Residency
Temporary residency is a prerequisite for permanent residency under Ley 6984/2022. You can apply for permanent residency within the final 90 days of your temporary residency’s validity period. Planning this transition is critical—apply too early and your application won’t be processed, apply too late and you risk lapse in status. See our residency timeline for more details on the transition process.
Other Document Validity Requirements
Birth Certificates
Birth certificates themselves do not expire, but their apostilles do. The birth certificate document can be decades old and still acceptable, provided the apostille is within the 6-month validity window. Some applicants successfully use birth certificates issued 20+ years ago with fresh apostilles.
Marriage Certificates
If you’re married, submitting an apostilled marriage certificate can simplify future processes in Paraguay, even though it’s not strictly required for residency. Like birth certificates, marriage certificates don’t expire but apostilles must be current.
Passport Validity
Your passport must be valid at the time of application. Passport validity requirements vary; ensure your passport remains valid throughout your residency process.
Translations
Documents in foreign languages must be translated into Spanish by a registered public translator in Paraguay[^7]. The translation itself doesn’t have a validity period, but it must accompany a valid apostilled document. If the underlying document’s apostille expires, the translation is no longer useful without a fresh apostille.
Strategic Document Preparation Timeline
Coordinating multiple validity windows requires strategic planning. The following is a suggested timeline based on typical document validity periods. Actual timing may vary based on your specific circumstances and processing times in your country.
6 Months Before Submission
- Check passport validity and renew if needed before beginning the process
- Begin gathering documents that don’t expire: original birth certificate, marriage certificate
- Research apostille requirements in your document-issuing countries
4 Months Before Submission
- Obtain apostilles for birth certificate and marriage certificate
- Order university degree apostilles if including professional qualifications
- Research police certificate process in your country
2-3 Months Before Submission
- Apply for police clearance certificate from your country of residence
- Apply for police certificates from other countries where you’ve lived (if required)
- Schedule INTERPOL appointment in Paraguay (if already in-country)
1-2 Months Before Submission
- Collect all police certificates with apostilles
- Verify all translations are complete
- Make certified copies of all documents
- Final document review
This timeline ensures your police certificates (shortest validity) are obtained last, while your apostilled birth and marriage certificates have sufficient buffer remaining.
Risks of Expired Documents
Submitting an expired document is one of the most common reasons for residency application rejection. The consequences include:
Application Rejection
Migraciones will reject applications containing expired documents at the document intake stage. This means losing your place in the processing queue and having to resubmit from the beginning.
Additional Costs
Replacing expired documents involves:
- New document issuance fees in your home country
- New apostille fees
- New translation fees
- Courier costs for international shipping
- Potential return travel to obtain documents in person
Processing Delays
Even if you catch the expiration before submission, obtaining fresh documents adds months to your timeline. Police certificates alone can take 4-12 weeks depending on your country.
Lost Processing Priority
Paraguay residency processing times have been increasing. Rejection due to expired documents means starting over at the back of the queue, potentially adding 6+ months to your residency timeline.
