# Paraguay Residency Momentum Index — Methodology

## Composite Index Formula

The Momentum Index is a custom composite of two components:

- **Velocity Score** = 50 × (applications_t / applications_2019)
- **Throughput Score** = 100 × (grants_t / applications_t) × 0.6
- **Composite Score** = 0.6 × Velocity Score + 0.4 × Throughput Score

The index is anchored at 50.0 for 2019 (the formula gives 55.1; overridden to 50.0 as the pre-COVID baseline).

## Data Notes

- 2019 is used as the base year throughout the index
- 2020 and 2021 are flagged as COVID-distorted years — high throughput scores reflect reduced application volume during border closures, not operational efficiency
- The 2023–2025 surge in applications is partly structural: Law 6984/22 (October 2022) requires most applicants to complete a temporary residency stage before becoming eligible for permanent residency, increasing total filings per person
- SUACE investor residency data is shown separately and is NOT included in the composite index
- Backlog is estimated as annual applications minus annual grants — not individual case tracking
